These waterproof potty pants are 100pct cotton on the inside and are padded to absorb the accident and make the toddler feel comfortable; however, the outer waterproof layer is 100pct Vinyl, which will prevent the accident from leaking all over the place and making a mess. The vinyl is extremely soft and flexible.
